India makes AI curriculum mandatory for primary schools

India’s Ministry of Education has announced a significant shift in the country’s education system, making Artificial Intelligence (AI) and Computational Thinking (CT) mandatory subjects in schools from Class 3 onwards, beginning with the 2026-27 academic year. The move positions India among a select group of nations prioritising AI curricula in schools at the foundational level.
The Department of School Education and Literacy unveiled the framework during a stakeholder consultation on October 29, 2025, which brought together representatives from the Central Board of Secondary Education (CBSE), National Council of Educational Research and Training (NCERT), Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS), and external experts.
The initiative aligns with the National Education Policy (NEP) 2020 and the National Curriculum Framework for School Education (NCF SE) 2023. “AI education should be treated as a basic universal skill linked to The World Around Us,” said Sanjay Kumar, Secretary of the Department of School Education and Literacy, during the consultation.
Kumar said the framework should remain “broad-based, inclusive, and responsive to evolving educational and technological needs.” CBSE has constituted an expert committee chaired by Professor Karthik Raman from the Indian Institute of Technology (IIT) Madras to develop the AI and CT curriculum.
The committee faces the considerable challenge of preparing resource materials, handbooks, and digital content by December 2025, allowing schools approximately three months before the academic year begins.
Phased introduction and teacher training
The India AI curriculum schools initiative represents a culmination of gradual integration efforts dating back to 2019, when AI was first introduced as an optional skill subject in Class 9. By 2020-21, it had expanded to Classes 11 and 12. Currently, over 18,000 CBSE schools offer AI through a 15-hour “Skilling for AI Readiness” (SOAR) module for Classes 6-8.
However, the 2026-27 rollout presents a challenge: training over 10 million teachers in India’s diverse educational landscape. The government plans to conduct this training through the NISHTHA (National Initiative for School Heads and Teachers Holistic Advancement) programme and other national-level institutions, using video-based learning resources and grade-specific modules.
“The challenge will be to reach over one crore teachers in the country and prepare them to impart AI-related education,” Kumar said. “We need to move fast so that students and teachers can fully engage with this technology in the next two to three years.”
The curriculum emphasises “AI for Public Good,” focusing on ethical use, social responsibility, and important thinking rather than technical skills. For primary students in Classes 3-5, the approach will emphasise interactive learning to introduce fundamental AI concepts.
Middle school students will explore real-world applications, while high school students will engage with more sophisticated areas, including AI innovation and emerging technologies.
Global context and competition
India’s decision comes amid what some observers have termed a “modern space race” for AI literacy in education. China mandated at least eight hours of AI classes annually for primary and secondary students in Beijing starting September 2025, with plans for nationwide implementation.
Singapore’s “Smart Nation” strategy aims to position the country as a world leader in AI by 2030, with plans to train teachers at all levels on AI in education by 2026. Hong Kong has mandated 10-14 hours of AI education for junior secondary students since 2023, covering algorithmic fairness and the societal impact of emerging technologies.
According to a 2025 report from the China National Academy of Educational Sciences, approximately 55.6% of nations are developing AI education curriculum systems, while nearly 80% have released AI strategic plans positioning education as a key pillar of their national AI strategies.
Implementation challenges and safeguards
A Times of India article notes several concerns accompanying the initiative. Data privacy remains paramount, particularly given that children will generate sensitive behavioural data through AI-enabled devices. The article emphasises that default settings should limit data collection, keep information local whenever possible, and adopt short retention periods.
The risk of bias and misinformation in AI-generated content also requires attention. The curriculum framework recommends that AI classroom systems include built-in citation prompts, source cross-checks, and teacher-controlled guardrails to restrict certain outputs for younger learners. Importantly, educators must retain final authority over grading and feedback.
The article also highlights the need to distinguish between AI assistance and outsourcing learning. Tasks should encourage “visible reasoning through annotations, rough work, oral defences, or written reflections that AI cannot convincingly simulate.”
Economic imperative
The government frames the initiative against India’s rapidly growing AI market, which reached US$17 billion in 2025 and is projected to surpass US$100 billion by 2030. A recent NITI Aayog report estimates that while automation might displace approximately two million traditional jobs, a thriving AI ecosystem could create up to eight million new opportunities.
Labour data from 2025 underscores this dual reality: while over 10,000 layoffs in the United States were directly linked to generative AI adoption, workers possessing AI-related skills earn an average 43% higher wage premium, according to PwC’s Global AI Jobs Barometer 2025.
The World Economic Forum’s Future of Jobs Report 2025 projects the creation of 170 million new jobs this decade, with a net gain of 78 million after accounting for automation.
A coordination committee between NCERT and CBSE will oversee integration, ensuring consistent quality in India’s diverse school systems. State governments and union territories are expected to adopt the framework, though implementation timelines may vary.
Whether this ambitious rollout succeeds will depend largely on execution quality – particularly the effectiveness of teacher training, the appropriateness of age-specific content, and the establishing of robust ethical guardrails. With approximately seven months until implementation, stakeholders in India’s education sector face an intense preparation period.
