Inside Dubai digital government AI transformation

While most governments measure digital transformation timelines in years, Dubai’s digital government AI initiatives are rewriting the playbook with deployment cycles measured in months – a velocity that chief executive of Digital Dubai Government Establishment, Matar Al Hemeiri, argues will determine winners in the global smart city race.

The velocity advantage: 96% adoption in record time

Numbers tell the story of Dubai’s digital government AI acceleration. By 2025, over 96% of government entities will have adopted at least one AI solution, with 60% of surveyed users now preferring AI-supported services over traditional channels.

The flagship DubaiAI virtual assistant alone covers more than 180 public services, processing 60% of routine government inquiries while driving a 35% reduction in operational costs.

The contrast with Abu Dhabi’s recently announced US$4.8 billion infrastructure investment to become the world’s first fully AI-powered government by 2027 is instructive. While Abu Dhabi focuses on building end-to-end AI infrastructure, Dubai’s digital government AI model prioritises embedding ethics, interoperability, and explainability into existing frameworks – a distinction Al Hemeiri says enables faster innovation cycles.

“Our AI roadmaps are complementary, in alignment with the goals of the UAE AI Strategy 2031,” he explained. “We already collaborate on joint research, interoperability standards, and policy alignment to ensure mutual regional leadership in AI.”

Binding ethics, not aspirational frameworks

Where Dubai’s digital government AI strategy diverges sharply from competitors like Singapore’s AI Governance Framework or Hong Kong’s developing strategy is in enforceability. Al Hemeiri emphasised that Dubai’s AI Policy for Government Entities, launched in April 2025 alongside the State of AI Reportisn’t aspirational guidance – it’s a binding requirement.

“The AI Policy is not a theoretical framework; it is a binding set of principles and technical requirements applied to every AI deployment in government,” he said. “It builds on the Ethical AI Toolkit launched in 2019, making Dubai one of the few cities globally where ethical compliance is embedded from procurement to performance evaluation.”

The operationalised ethics approach extends to continuous system audits and mandatory explainability requirements for all public sector AI. The strategy addresses a risk Al Hemeiri identifies as paramount: “The greatest risk is scaling without sufficient oversight.”

Dubai’s digital government AI governance also incorporates ROI calculations at the planning stage. “We calculate this when planning a project and only move ahead once we are convinced we will be able to attain the expected ROI for the city,” Al Hemeiri noted – a pragmatic filter that contrasts with the “innovation theatre” criticism levelled at some government AI initiatives globally.

Beyond virtual assistants: Healthcare, energy, and predictive governance

While DubaiAI provides the public face of Dubai’s digital government AI transformation, Al Hemeiri highlighted implementations operating with less fanfare but delivering measurable impact.

AI models now detect chronic conditions like diabetes at earlier stages in the Dubai Health Authority, while predictive algorithms enhance auditing systems. Energy infrastructure relies on smart grids using real-time AI forecasting to optimise consumption and reduce environmental footprint.

The most ambitious initiative currently in development – Dubai’s predictive public services platform – aims to anticipate citizen needs before they arise.

“It will use integrated data and AI to anticipate citizen needs, from automated license renewals to preventive healthcare notifications, reducing friction in service delivery,” Al Hemeiri revealed. “We have begun efforts on building this project, with full rollout targeted for the early 2030s.”

Elements of this vision are already being tested through AI-enabled urban planning tools and citywide digital twins that simulate policy outcomes before real-world implementation – a sandbox approach that extends to commercial applications as well.

The startup advantage: Real data, real integration

Dubai’s digital government AI ecosystem offers startups something beyond regulatory flexibility: direct access to government datasets and real-world testing environments. Al Hemeiri cited a healthcare diagnostics startup that piloted its AI triage tool in Dubai’s sandbox and has since integrated it into Dubai Health Authority services.

“Because our ecosystem operates as an interconnected digital operating system, startups in our sandboxes can test solutions that seamlessly integrate with other city services, from mobility innovations like the Dubai Loop and eVTOL air taxis to healthcare AI diagnostics,” he explained.

The interconnection proved valuable during Dubai AI Week 2025, which attracted participants from 100 countries and secured partnerships with Meta, Google, Microsoft, and OpenAI.

Rather than treating these as photo opportunities, Al Hemeiri said post-event working groups were established with each partner to identify joint projects, including AI upskilling programmes, R&D collaborations, and sector-specific pilot deployments.

The partnerships directly support Dubai’s D33 Economic Agenda, which targets AED 100 billion annually from digital innovation. The State of AI Report projects AI could contribute over AED 235 billion to Dubai’s economy by 2030.

Data sovereignty: The hybrid model

Dubai’s digital government AI approach to data governance stakes out a middle ground between China’s strict localisation requirements and the EU’s GDPR framework.

“Dubai’s model offers a hybrid – anonymised citizen data remains in Dubai’s jurisdiction under robust sovereignty laws, but can be securely shared in entities with the user’s consent for government services, through the nation’sofficial digital identity platform – UAE PASS,” Al Hemeiri explained.

A crucial differentiator is Dubai’s embrace of synthetic data frameworks. “They allow us to develop and test AI systems at scale while preserving privacy and maintaining compliance with Dubai’s data sovereignty requirements,” he said – addressing a constraint that has slowed AI development in privacy-conscious jurisdictions.

The balance enables what Al Hemeiri describes as “faster innovation without compromising ethical oversight.”

Workforce transformation, not displacement

On the contentious issue of AI-driven job displacement, Al Hemeiri reframed the narrative around reskilling rather than reduction. With AI chatbots handling 60% of routine inquiries and cutting costs by 35%, the obvious question is what happens to displaced workers.

“Automation frees our workforce from repetitive, informational tasks,” he responded. “Employees are being reskilled and redeployed into higher-value roles like AI oversight, service design, and strategic policy work.”

The reskilling programmes are supported by collaborations with global tech companies, providing employees with practical competencies to lead AI projects in their departments.

And, Dubai’s population growth has created what Al Hemeiri called an “immense spike in demand for government services,” allowing AI to enhance efficiency with existing workforce levels rather than necessitating cuts.

The under-the-radar wins

Asked about initiatives that deliver value without media attention, Al Hemeiri highlighted the UN Citiverse Challenge, co-led by Digital Dubai and global partners, which brings together innovators to design AI-powered solutions for inclusive public services, sustainability, and cultural engagement.

Another example: Dubai Future Foundation’s autonomous delivery robot, which has already been piloted on Dubai streets. “Robots are helping improve last-mile delivery efficiency while reducing congestion and emissions,” Al Hemeiri said. “Such initiatives highlight how Dubai is applying AI in practical, everyday scenarios that deliver real public value beyond headline-making announcements.”

The replicability question

When asked what would constitute success or failure five years from now, Al Hemeiri was unequivocal. “Failure would mean fragmented AI adoption without improving citizen trust, efficiency, or quality of life,” he said.

Success, conversely, would be “when AI-powered public services are seamless, anticipatory, and inclusive, easing the lives of citizens and residents, and naturally becoming a blueprint replicated by other governments globally.”

Whether Dubai’s digital government AI model – built on unique governance structures, substantial resources, and rapid decision-making capabilities – can be replicated elsewhere remains uncertain.

With 96% of government entities already running AI solutions and deployment timelines compressed to months, Dubai isn’t theorising about AI-powered government – it’s stress-testing the model in real-time.

Whether other governments can replicate this approach without Dubai’s governance structure and resource advantages remains an open question, but the emirate has already moved past debating feasibility to measuring outcomes.
