Intel pours RM860m investment into Malaysia as Penang facility nears done

Intel Corporation has announced an additional RM860 million (US$208 million) investment in Intel Malaysia to strengthen its assembly and testing operations, coinciding with a homecoming visit by the chip-maker’s Malaysian-born CEO, Lip-Bu Tan, on December 1.
Prime Minister Datuk Seri Anwar Ibrahim revealed the fresh capital injection following his meeting with Tan, emphasising that the Intel Malaysia investment reflects confidence in the New Industrial Master Plan 2030. The 65-year-old executive, who was born in Muar, Johor, also met separately with Minister of Digital Gobind Singh Deo to discuss semiconductor advancement, AI development, and talent growth.
For Tan, the visit represented corporate diplomacy and a return to the country where his journey began, now as the head of one of the world’s most iconic chip-makers, one seeking to reclaim its competitive edge.
Five decades of partnership reach a new milestone
The Intel Malaysia investment comes as the company’s advanced packaging facility in Penang stands 99% complete, representing a RM12 billion capital commitment that positions Malaysia at the cutting edge of semiconductor packaging technology.
“Intel also expressed its appreciation for the continuous support of the Malaysian government, particularly for the development of the advanced packaging facility in Penang,” Anwar stated on social media following his meeting with Tan.
The additional RM860 million will specifically strengthen Intel’s assembly and test operations, solidifying Malaysia’s role as a hub for these critical back-end semiconductor processes. According to Anwar, the investment reflects confidence in the New Industrial Master Plan 2030 – Malaysia’s blueprint for industrial transformation.
Building brains, not just facilities
What distinguishes this Intel Malaysia investment from typical capacity expansion is its emphasis on human capital. The company has committed RM2.8 million over the past two years to collaborate with Malaysian education and training institutions through elective subjects and research and development projects.

Born in 1959 in Muar, Johor, Tan brings a unique perspective to Intel’s Malaysian operations. His journey from a small town in Malaysia to the helm of one of the world’s most iconic chip-makers embodies the kind of talent trajectory that Malaysia seeks to replicate through its semiconductor ecosystem development.
Gobind specifically highlighted this connection in his social media post, describing Tan as “a Malaysian son who has made his country proud in the semiconductor industry and on the global stage.”
The discussions between Tan and Malaysian government officials focused on opportunities extending to 2026, with particular emphasis on semiconductor advancement and AI development – areas where Intel seeks to reclaim market leadership after years of competitive pressure.
Strategic timing in a shifting landscape
The Intel Malaysia investment announcement arrives amid broader geopolitical shifts affecting semiconductor supply chains. While US export restrictions on advanced chip technology to China have grabbed headlines, the resulting re-calibration has created opportunities for countries like Malaysia to expand their roles in global semiconductor production.
Intel’s Malaysian operations focus on assembly, testing, and now advanced packaging – processes that sit outside the most restrictive export controls while remaining critical to the semiconductor value chain.
